RubiStar is a FREE tools that teachers can use to create rubrics.  Teachers don’t need to log-in unless they want to save their rubrics.  Once done creating the rubric teachers can now save as an excel file so they don’t need to re-create a certain rubric each time.  I would suggest to save as an excel file, save, and then print.  If you wish to learn more about how RubiStar work check out their tutorial section.
